1. 项目简介 / Project Overview

针对全球日益收紧的投资保护主义趋势，本项目基于 UNCTAD 和 OECD Inventory 数据，搜集并解构了 2008-2024 年间全球 53 个主要经济体的 429 项投资审查政策。面对超 2.1 万页、涵盖 23 种语言的原始法律文本，项目组研发了一套包含 7 大类、46 个细分指标的国际领先编码手册（Codebook）。通过“人工专家编码 + LLM 复刻”的双重验证机制，我们将复杂的法律文本转化为可量化的结构化数据，实现了对复杂的法律文本进行精准解构。
